[RPRWG] Question about SRP-fa.

Dear all,

I am trying to understand SRP-fa algorithm (stated in
RFC2892). But, one thing I could not understand is how
to control sending rate at the upstream nodes as soon
as it receives the "rcvd_usage"? 

Is it necessary to use token bucket to control rate at
upstream nodes? If true, how to set the token bucket
parameters based on the "rcvd_usage"?
