stds-80220-requirements: Procedure's for contributions and comments



I have come back from vacation and am working to integrate the changes since the 7th.  It has been slow going due to the lack of following procedures.  Specifically, I will no longer accept contributions that are made to older revisions.  I have received a lot of contributions and comments that refer to version 5; version 6 was posted on the exploder on 8/7.  I also get contributions containing contributions to multiple sections interspersed with comments and questions.  This has meant that one contribution has taken 4 hours to integrate.  I will be sending contributions like this back to the contributor. 

 

Questions should be addressed to the original contributor and cc to the exploder. 

 

Comments without text will help me determine consensus but I will not extend the 5 day window based on comments.  I will also not extend the window for minor changes sent at the end of the 5 day window.  We need to move items to a stable/closed state, if people contribute later or changes to other sections affect closed sections, we can reopen them later. 

 

Contributions that have changes submitted that are not rebutted by the original contributor will be considered to have agreed with the changes proposed.  The change will be made and the section closed at the end of the window.

 

I have only made it through the changes up to 8/10 for revision 7.  I will still migrate contributions made to revision 6 that have been posted by 8/28, others will be returned to be submitted in a single contribution or comment format to the current version.  

 

I cannot hope to catch up if these procedures are not followed.

 

Thank you everyone for your hard work on these contributions and I hope that they will be resubmitted.
