Ben,

The whole assumption going into the Phased Approach was that until these phases
start there is active offline harmonization and "meeting of minds" taking place.

So an update from each proposer is mandatory, either in terms of harmonization
effort or an update in terms of more detail for the January meeting.

For March meeting, there is an explicit requirement for more detail including
explanatory text. One could not expect the group to vote on a proposal in phase
II without details in advance.
