Comments: While this says 'link characteristics', one of the issues that
Jouni is interested in (based on discussion with him) is having a better
solution for providing mechanisms for operators to provide hints and/or
control of multi-radio devices for network and radio selection
mechanisms. I think this is very relevant for 802.21 discussions, but
also Jouni mentioned that many operators are looking for more solutions
that just statically configured PLMN lists in terminals & that when we
bring WLAN, etc. into the picture, that things get more complicated.
