MIH Capability INFO and MIH INFO Bitmap in 802.16g/D3

Anyone can explain the purpose and usage of "current BS's MIH Capability 
INFO" and "MIH INFO Bitmap" attributes in 802.16g/D3? There is proposal 
in 802.16g to remove them from the 802.16g draft spec.
