Those parameters were originally for MIH Capability delivery through MOB_NBR-ADV message but MIH capability delivery through MOB_NBR-ADV was not accepted by 802.16g. Those parameters were mistakenly left in the draft. At last session there was a comment to delete them and I submitted reply comment to accept it. I believe they will be gone in D4.

Anyone can explain the purpose and usage of "current BS's MIH Capability
INFO" and "MIH INFO Bitmap" attributes in 802.16g/D3? There is proposal
in 802.16g to remove them from the 802.16g draft spec.
