[802.3_100GCU] Tool update

Task Force participants,

Adee Ran has provided an update to the Channel Operating Margin (COM) implementation to be consistent with Draft 3.2 of IEEE P802.3bj. I have made this update available on the Task Force "Tools" page. It may also be downloaded directly via the following link
