[802.3_EXTND_EPON] Ballot Recirculation, P802.3bk



Dear Task Force Participants,

The 1st Sponsor recirculation ballot has opened on IEEE P802.3bk/D3.1 with a
ballot close date of Tuesday 18th June 2013, 23:59 EDT.

If you have joined the Sponsor ballot group and are planning to comment
further on the draft, please, follow the instructions provided on the
myBallot portal <https://development.standards.ieee.org/my-site/home> under
'Balloting' -> 'myBallot Home' -> 'Manage myBallot Activity'.

If you did not join the Sponsor ballot group, but still would like to
comment on the draft, it will save the task force officers significant
effort if you would send your comments to myself for inclusion in the ballot
by Monday 17th June 2013, 23:59 EDT. Such comments will be identified in the
comment field as coming from you, and like all comments from outside the

This e-mail is to advise you of the opening of IEEE Standards Sponsor New
Ballot Recirculation - 1 for:
Title: IEEE Standard for Ethernet
  Amendment: Physical Layer Specifications and Management Parameters for
Extended Ethernet Passive Optical Networks
Scope: This standard defines Ethernet local area, access and metropolitan
area networks. Ethernet is specified at selected speeds of operation; and
uses a common media access control (MAC) specification and management
information base (MIB). The Carrier Sense Multiple Access with Collision
Detection (CSMA/CD) MAC protocol specifies shared medium (half duplex)
operation, as well as full duplex operation. Speed specific Media
Independent Interfaces (MIIs) provide an architectural and optional
implementation interface to selected Physical Layer entities (PHY). The
Physical Layer encodes frames for transmission and decodes received frames
with the modulation specified for the speed of operation, transmission
medium and supported link length. Other specified capabilities include:
control and management protocols, and the provision of power over selected
twisted pair PHY types.

Purpose: The purpose of this project is to extend the optical loss budgets
supported by Ethernet Passive Optical Networks to support higher density and
longer reach applications, while optimizing costs of ownership.

***** IMPORTANT *****
Since this is a recirculation ballot, you need only respond if you wish to
change your initial vote. If you do not respond to this recirculation
ballot, your last vote will be carried forward.  Also, as this is a
recirculation ballot, please note the following:

As per the IEEE-SA Standards Board Operations Manual, 5.4.3.3:  "Until the
proposed standard has achieved 75% approval, comments can be based on any
portion of the proposed standard. Comments not based on the proposed
standard may be deemed out-of-scope of the standards balloting process by
the Sponsor.

Once the proposed standard has achieved 75% approval, comments in subsequent
ballots shall be based only on the changed portions of the balloted proposed
standard, portions of the balloted proposed standard affected by the
changes, or portions of the balloted proposed standard that are the subject
of unresolved comments associated with Do Not Approve votes. If comments are
not based on the above criteria, the comments may be deemed out-of-scope of
the recirculation. Such comments need not be addressed in the current
standards balloting process and may be considered for a future revision of
the standard."

Balloters have many important responsibilities, but we would like to draw
your attention to two of these responsibilities:

One of the responsibilities as a balloter is to ensure that the scope of the
draft (including the scope statement in the draft, if any) is within the
scope of the work authorized by the PAR. An affirmative vote indicates your
agreement that the scope of the draft does not exceed the work authorized by
the PAR.

(Note: It is acceptable for the scope of the draft to be less than the scope
of the work authorized by the PAR.)

Another important responsibility is the obligation to comply with the
IEEE-SA Patent Policy
[http://standards.ieee.org/about/sasb/patcom/materials.html]. This is
pertinent to informing the IEEE (or causing the IEEE to be informed) of the
identity of the holders of any potential Essential Patent Claims that may be
relevant to this draft. This does not apply if the patent claim is already
the subject of an Accepted Letter of Assurance

the draft under consideration.
