802.3 Colleagues-

During this plenary week (Geneva 2013) the 802 2nd Vice Chair, James 
Gilb presented proposed revisions to the Five Criteria and related 
project documentation and processes.

The MAJOR proposed CHANGE from past practice would be that the Five 
Criteria would be a item to judge drafts against during each step of 
progression including Working Group Ballot and Sponsor Ballot.

Attached to this message is the proposed draft and the comment on it 
submitted back to Dr. Gilb during the week's review process.  We were 
not able to to go over the substance of this material during the plenary.

These comments were generated by an 802.3 ad hoc (see cc list below) 
that met Tuesday PM and submitted to Dr. Gilb by Wednesday 6:00 PM.
