Joe,
Just to clarify my last comment. That the excerpt from your TOC below. In some cases you use downstream/upstream to identify which transmitter/receiver and in other cases you use CLT/CNU. My point is we need to be consistent in our references. When referring to a direction (for example the US transmission) we can use US/DS. When referring to a function or component (such as the CNU transmitter) I would think CLT/CNU is preferred.

For your last comment, I want to make sure I understand it. What do you mean that we have to choose between upstream and downstream? Maybe we need to be more clear that there are 2 transmitters: the CLT transmitter (downstream) and the CNU transmitter (upstream). Or did you mean something else?

Thanks for all the hard work. Some comments follow
Please use Clause 100 as your base number.
Much of the outline below header level 3 seems to be a bit more technical than has been discussed to date and so I would classify it as conjecture. However, I also trust your good judgment on this, we just need to be sure no one mistakes this as baseline material.
Section 99.4 PMD Receive Function seems to be out of alignment with the complementary PMD Transmit function (at 99.3.2).
On the transmit side you use Upstream and Downstream (as in 99.3.4 Upstream Transmitter Requirements). We need to agree on one or the other.
