Perhaps I am mistaken, but it's my impression that there is no ballot 
underway yet.

As I understand the procedure, "The LMSC Chair, or an EC member 
designated by the Chair (usually a Vice Chair), shall determine the 
duration of the ballot, issue the ballot by e-mail and tally the 
votes after the ballot is closed."

Under normal circumstances, once a motion is made and seconded, we 
get a ballot announcement, such as 
<http://ieee802.org/secmail/msg07768.html>, from the Chair (or from 
someone else, with a designation from the Chair). The bare minimum 
needed in such an announcement is a notification that the ballot is 
underway, a statement of the motion, and a deadline.

I'm awaiting such an announcement before I cast a vote.
