Per your question below, and my discussions with the IEEE-SA staff, I would like to change my answer from the one that I gave you earlier as shown below. 

We will be sending Draft D8 (The Draft that was re-circulated) to the RevCom.

We are planning to incorporate the Editorial changes from the comments originating from the Re-circulation and send the Draft D9 to the RevCom.
