[802SEC] Maximizing value of Tutorial time for 802 participants

Dear EC Members,

My view is wg/tag meetings should be allowed during tutorial time slots on a case by case basis. 

The EC should determine whether a request for a wg/tag meeting during a tutorial mtg slot should be  granted with a bias towards  encouraging cross wg/tag socialization. This decision should be made well in advance of the plenary session, at the interim EC telecon prior to the target plenary.
