(1) The statement opens "Dear Telecommunications Bureau,” but I don’t see any reference to a Telecommunications Bureau in the announcement. I see "Contact: General Communications Foundation Bureau Radio Division Radio Policy Division” but I’m not sure if this is a correct translation. Anyway, please double-check that the salutation is accurate.

(2) I don’t like that it refers to "IEEE Std 802.11ah-2016” even though that standard was superseded (by 802.11-2020). (It says that 802.11ah is an amendment whereas I would say it was an amendment). I think it’s likely that the revision 2020 changed something about the spec, so the current version probably differs from what the amendment said in 2016. If you need to call it 802.11ah, could you add a footnote that explains that the technology is currently incorporated in the base standard? (Maybe you could refer to specific clause numbers?)

Paul has delegated to me to conduct a LMSC (EC) 10-day electronic ballot on the motion below to approve the comments to the administration.  This EC motion is per IEEE 802 OM 7.2.1 Procedure, P&P 7.1 b) (majority response) and P&P 7.1.2 (2/3 approval of votes cast) for communication with government bodies and public statements.  With that we would like to see everyone respond.

For this latest revision, a paragraph is added to ask the administration to consider expanding the scope of the proposed experiential trial to cover not only 802.11ah, but also other 802 technologies such as 802.15.4 SUN that are popular in Japan.

I would like to request the review of the following draft IEEE 802 submission by Tuesday, 17 October 2023, A.O.E, before asking the EC to consider approval of the submission through a 10-day letter ballot.

Recently, the Japan Ministry of Internal Affairs and Communications (MIC) proposed to refarm the 853 MHz to 860 MHz band for IoT uses.  Based on the feedback from industry stakeholders, the administration proposes to conduct an experimental trial of IEEE 802.11ah devices for digital healthcare services in selected rural locations between 2024 and 2029 

 

A few individuals prepared a response that supported the MIC's initiative and asked the administration to consider a few changes on the technical requirements dedicated for this experimental trial. The submission was reviewed and approved by IEEE 802.18 yesterday (12 October 2023) with the following voting results:  5 Yes, 0 No, 2 Abstain.

Remarks:

Earlier today, I received a comment from Phil Beecher to include the use of 802.15.4 SUN  (FSK and OFDM) together with 802.11ah in our draft response.  I am open to this proposed addition and I was asking Phil to share with me a short description on 802.15.4 SUN.
