My understand is that it is not a 2-byte field.  Access network Type is a 4-bit field, indicating one of 16 possible types of access network.  So, we cannot use the reserved value to simultaneously indicate the access network type and security capability.

So, I guess we need to find another way to encode these information bits.  And some of these bits may bring more benefits than the other bits do. So, we also need to exam our coding strategy based on which bit we want it to be mandatory, which bits we want it to be optional.  Just my 2 cents.

I have prepared this as a result of the Passive Scanning Ad-Hoc meeting.
In discussions it was apparent that many in the room were not familiar
with this field, so this provides that information in a simple way.
I realize that this is past the deadline for this meeting but if time
permits, I would appreciate it if able to present.  It is very short and
should take only 5 minutes to go through.  .
