Thanks for the reply. Yes, receive-only STAs would indeed be a separate case. But they are also clearly a separate class of devices. If they are lumped together with all non-AP STAs, indeed that will make all transmissions optional. Though I am not sure that is a good approach, i.e., to use a blanket statement for all non-AP STAs because a subset of the non-AP STAs cannot transmit? In my humble opinion, we should be a bit more precise than that.

I wonder whether we can make Termination Notice procedure, and other transmission related procedures, conditional mandatory, for example,  on the condition that non-AP STAs can transmit?

I think we should consider receiver only non-AP STA.
So any transmission from non-AP STA should be optional.
