I see. In the current SFD, we don't have the definition of set of STR (or NSTR) links and it is not easy to define it for now.

And, that (at MLD level) may be confusing to us depending on STR/NSTR for each pair of links in the set.

In addition, I'm aligning with other PDTs (e.g., NSTR, capability signaling) dealing with a pair of links.

At this stage, I think it would be good to use "a pair of links". After that, we may need to discuss that further.
