The normalization resolution of 20MHz has nothing to do with which subband and subband size each SR field indicates.

  1. May I know what “the STA" in that sentence refers to? Does this STA refer to the EHT STA that sends the TB PPDU?

Yes. You are correct. We got the exact wording from the SR fields in HE-SIG-A in HE TB PPDU. And that was the way how it was being set back in 11ax, if we're correct.
