Good news!  Draft 3.1 is ready to go and I have sent the D3.1 package to our WG officers for posting.

Thank you very much to the authors of approved documents who responded to my ask timely to review the accuracy of my roll-in over the past few days.

As per the question received on Thursday PM2 about the readiness of Draft 3.1, the current status is that I've rolled in all the accepted PHY contributions.  I may need 2 to 3 weeks to complete the roll-in of the MAC and joint contributions followed by asking the authors of the contributions to review my edit.
