In the NPCA subclause of the draft, we have the following statement:

When an NPCA STA switches to the NPCA primary channel for NPCA operation, the STA shall

So I believe that the statements in your document should simply say:

An NPCA STA follows the additional ICF requirements defined in 37.16 (Non-primary channel access (NPCA))

I would use the statement above to replace your current statement:

If the ICF is sent on the NPCA primary channel, then the ICF shall etc.... 

Note that your existing statement is problematic anyway, because it uses a semi-passive voice and also has a non-active entity.
I.e. your sentence says that an "ICF shall follow"
An ICF is not an entity that can perform any actions - i.e. a frame doesn't do anything.
Rather, all normative text should be written with a subject that is nearly always "STA" (or some variant of STA)

Within your document, your other "ICF shall" statements should also be reworded to make "AP" or "STA" the subject.

I feel that you have added some ICF requirements in your document that now must be referenced from other places.
E.g. since you now have a larger ICF requirement for an AP, then I feel like the NPCA section must reference this.

I.e. you have the following statement:

A UHR AP that is required to send an ICF to a non-AP STA, for non-AP DPS, NPCA, EMLSR, DUO, or DSO, shall use an RTS, MU-RTS, BSRP, or BSRP NTB Trigger frame as the ICF subject to the following

The NPCA section probably has to reference this.
But then beneath this text of yours, there will be the "AP shall also follow the ICF rules in 37.16 NPCA"
And then the references becomes circular....
