[STDS-802-11-TGBN] Updated TGbn Guidelines

Hello all,

An updated version of the TGbn guidelines can be found here, which contains a new item 8 (mostly inherited from 11be/CC50 guidelines and adjusted based on lessons learnt, and based on discussions with TGbn officers last week).

We will also go over this update during the Thursday Joint conf call.
