My technical concern is: your motion/SP statement conflates
beam establishment with link establishment. I deferred an SP with very similar statement, presented in Sep F2F, to allow time for discussion. So I’m a bit surprised to see your SP rushed without any discussion.
Your current SP/motion: At least one beam establishment procedure that allows STAs to determine the antenna settings necessary to
establish a mmWave link.
Beam establishment procedure can clearly be used after link establishment, to establish or discover further beams. Please consider following text for clarity:
- At least one beam establishment procedure that allows STAs to determine the antenna settings necessary to establish
a mmWave beam
link.
OR,
- At least one beam establishment procedure that allows STAs to determine the antenna settings necessary
to establish for a mmWave link.

Thanks for the feedback. Looks like we're talking about different functionalities.
I prefer to keep my text the same (and cover beam establishment), and let a different contribution, possibly by you, to cover other potential beam training functions like "beam discovery".
One point I would like to make though is that beam establishment may allow the receiver to feedback more than one configuration - it depends on how we define its feedback. Since this is out of scope of my presentation, I prefer to not get
into this in my SPs. We need a contribution and discussion.
As I've stated before, I'd be happy to have offline discussions with you.

I’d like to clarify the terminology:
beam establishment procedure … to establish a mmWave link
The procedure can clearly be used after beam establishment also, to discover new emerging beam, e.g., in a broadcast manner for all mSTAs or multicast manner. So shouldn’t it be
called:
At least one
beam discovery procedure that allows STAs to
discover one or more beams for a mmWave link
Th normative procedure is beam discovery, whereas initial link establishment is just one use of the procedure you’re proposing.

“The 11bq amendment defines:

At least one beam establishment procedure that allows STAs to determine the antenna settings necessary to establish a mmWave link.

At least one beam tracking procedure that allows two STAs to optimize antenna settings for an existing mmWave link.
-
Note: The specific procedures for beam establishment and beam tracking are TBD.”

“Feedback resulting from the beam tracking procedure may be sent over the mmWave link.”
