I don't think there is any need for a NOTE, but since it's just a NOTE I can live with it. However in:
Change at 5355.57 “NOTE - An EHT beamformee sets the Beamformee SS (≤ 80 MHz) subfield to indicate a maximum number of spatial streams of 4 or greater. An EHT beamformee sets the Beamformee SS (= 160 MHz) subfield to indicate a maximum number of spatial streams of 4 or greater.
it needs to be made clear to the Editor that all four sentences need to be made part of the NOTE (I think as written only the first is).

As a compromise, I would be open to convert the sentences such as above you are deleting into NOTEs.

What was going on is that for one table there are three consecutive cells that need changing. I've now clarified this in the proposed changes, which in r1 will read:
Change at 1745.20, three consecutive rightmost cells (note the linebreaks before the NOTEs are to be deleted too so that the text they introduced become part of the If):
