Re: [STDS-802-11] IEEE 802.11 Mandatory Technical Letter Ballot 225 for P802.11ax Draft 1.0 Starts Today

--- This message came from the IEEE 802.11 Working Group Reflector ---

Hi Adrian,

As everyone knows, the IEEE 802.11ax draft D1.0 is one of the most complex amendments under development.

-        Includes sets of ground breaking wireless networking features and specifications “new” to 802.11 WLANs.

-        This is the first amendment to implement a new framework for PHY and MAC updates by amendment linked back to the baseline IEEE 802.11 standard.

-        All of which require a very detailed review.

With the holiday season upon us, many IEEE 802.11 members “world-wide” will be spending quality time with family and friends.

I agree with and support other members opinions requesting the Chair to extend the WG letter ballot including those members such as; Sigurd, Graham, Joe, Sean and Saishankar.  It’s only reasonable to extend the time of the letter ballot to ensure that we have the time necessary to complete a quality review of this draft.  Even with extending the letter ballot period, we have we have sufficient time “1 week” to prepare the results for the opening of the January 2017 interim in Atlanta.   In my experience as WG Vice-Chair, this circumstance is not new to IEEE 802.11 and similar requests have been considered and granted in the past.

I strongly urge that you consider and grant this request!

Best regards,

Al Petrick

Former Vice-Chairman IEEE 802.11 Working Group

Voting member IEEE 802.11 since 1994

Hello Adrian,

The request to extend the latter ballot response period seems very understandable and reasonable, given the circumstances. If it is indeed something that falls within your discretion as Working Group Chair, then I’d urge you to grant the request.

Thanks,

Sean

Hi Adrian –

I would like to support Sigurd’s very reasonable request.

1)      I concur with Sigurd’s observation that there is a big difference between 30 days starting a week after the meeting and 30 days starting December 1.  The current timing puts the final week of the review in the peak “holiday” season and will not allow adequate time for many fully review the draft.

2)      The draft itself is large (453 pages) and there are many significant changes and additions since the previous draft.

3)      After my quick review and assessment of the status of the draft, there seems to be a significant number of features that require deep and careful review.  As you are well aware such review and well written comments do take significant time.  Hence losing 5 or more working days from 30 day review period will make it difficult to insure there is time to adequately review the draft.

Speaking from a purely personal perspective:  I have not been following the details of several of the features being proposed in the ax amendment and hence am being confronted by the size and complexity of the amendment in its entirety for the first time with this letter ballot.  Given my desire to fully review the amendment, as all 802.11 voting members are obligated to do, and my own personal time constraints I believe extending the ballot to allow adequate time for review is warranted.

I support the proposal to extend the ballot though the first week in January closing on Friday the 6th of January or even on Monday the 9th of January.  As this  would allow for some much needed additional review time and still allow the ballot to close prior to the Atlanta meeting, which I believe this is a reasonable compromise, between progressing the work and improving the quality of the review.

Regards,

Joseph

Hello Sigurd and all,

Holidays are always a difficult issue.   It is up to individuals to use their time effectively and turn in a ballot on time,  and it has ever been thus.

We voted in the working group for a 30 day ballot,  and I see no reason to change it.   The ballot will be extended if the return ratio is insufficient.

Sincerely,

Adrian Stephens

Hi Jon,

Thanks for your reply. A couple of comments still:

1.     We agreed to a 30-day review on November 11. The draft came out on December 1st. If the ballot period had opened earlier (say the week after the meeting), the issue would not have arisen. We signed a bit of a blank check by agreeing to a 30-day period without knowing when it would start. 30 days starting Nov 18 is not the same as 30 days starting Dec 1st.

2.     A 30-day review period usually implies four working weeks – give or take a few days. If the discrepancy is too high, I believe this should be taken into account. If not now – then at least going forward.

3.     I know of at least one instance where the ballot period was changed by the WG chair (see attached email). In that case, it was a technical glitch that would have prevented some people from having access to the full review period. Regardless, this precedent would indicate that the WG chair has the authority to extend the ballot period if conditions warrant it.

I’m not making this request lightly. We should respect the relevant procedures. Nevertheless, I believe the current ballot period has some exceptional circumstances to it. The question is how the interest of the TG is best served. I believe an extra week is beneficial to everyone, without interfering with the goal to finish the LB by the January meeting.

Regards,

Sigurd

HI Graham and Sigurd, while I am sympathetic to your concerns, I would point out that the TG and WG voted and determined to have a 30 day LB.

It would not be permissible to arbitrarily change the end date contrary to what the WG and TG voted for. (I would also note it was unanimous in November).

FWIW,

Jon

Adrian,
This letter ballot period completely overlaps with the December holiday period. This will significantly reduce the de facto time that people will have available for review to well below 30 days. Given that this is the first WG ballot of 11ax, I believe more time is needed to give everyone a fair chance at doing a full review. I would like to request to leave the ballot period open till January 6th. This still leaves a full week before the start of the January meeting.

Thanks for your consideration,

Sigurd

o    All current voter members of 802.11 are required to vote on this
ballot series.
o    If you cast a "Do not approve" vote on this ballot, it must be
accompanied by comments for your vote to be valid.
o    You must follow these instructions to vote. Do not send an email to
