[STDS-802-11] 802 EC electronic ballot to approve updated P802.11az CSD document passed

During the January 2019 WG11 closing plenary, the WG approved an updated P802.11az CSD document, https://mentor.ieee.org/802.11/dcn/19/11-19-0215-01-00az-csd-update.docx.
