[STDS-802-11] Swedish PTS's consultation that asks for a new spectrum strategy

cc. 802.11 and 802.15 members,

On 7 October 2022, Swedish PTS began a consultation that asks for views on the work with a new spectrum strategy.

In particular, the PTS cites its 2014 spectrum strategy (https://pts.se/globalassets/startpage/dokument/icke-legala-dokument/rapporter/2014/radio/pts-spektrumstrategi-pts-er-2014_16.pdf) and mentions that there are lots of changes since then.  For now, the PTS would like to gather public inputs on its existing 2014 spectrum strategy, as well as suggestions and ideas about what aspects a new spectrum strategy should include, before the PTS develops a new forward-looking spectrum management strategy.

For the existing 2014 spectrum strategy, it consists of the following 8 principles:
Principle 1: PTS shall enable the development of radio-based electronic communication services as well as other services based on radio communication through sufficient spectrum access
Principle 2: PTS must work to ensure that all spectrum can eventually be shared between several spectrum uses
Principle 3: PTS must create the conditions for a diversity of spectrum uses
Principle 4: In the long term, all spectrum uses must be present in most suitable frequency bands
Principle 5: PTS must work for broad international harmonization with as few restrictions as possible
Principle 6: Socioeconomic analysis must form the basis of PTS spectrum management
Principle 7: Socio-economic analysis and needs assessment must guide spectrum allocation where market mechanisms do not work satisfactorily for efficient distribution of spectrum
Principle 8: Demand shall govern spectrum allocation for other uses

The comment closing date is, however, 28 October 2022.  If you believe IEEE 802 should submit a response, then our internal deadline for consideration is this Thursday (14 October 2022).
