802.16 Letter Ballot #2

• IEEE 802.16 Letter Ballot #2 closed on 27 December 2000. The motion passed (69 Approve, 4 Disapprove, 10 Abstain) subject to comment resolution and recirculation. The full report is available in PDF, and the comment database is available as a spreadsheet. Ballot details are below.
• IEEE 802.16 Recirculation Ballot #2a (10-20 January 2001) sought to approve resolution of the comments (see the vote and comment report). Following this recirculation, the Letter Ballot #2 results were 70 Approve, 3 Disapprove, 10 Abstain. Subsequently, comment resolutions were developed at Session #11 and in followup discussions. As a result of these resolutions, the three 3 Disapprove voters agreed to vote Approve, bringing the status to 73 Approve, 0 Disapprove, 10 Abstain.
• IEEE 802.16 Recirculation Ballot #2b (7-17 February 2001) sought final approval of the comment resolutions and final approval of Draft #2 IEEE 802.16.2/D2-2001 (private) for forwarding to Sponsor Ballot. Three votes were received; all were "Approve with no comments" votes; each came from one of the three outstanding negative voters following Recirculation Ballot #2a. Therefore, the Letter Ballot was declared closed, with 73 Approve, 0 Disapprove, and 10 Abstain (100% Approval Ratio, 61.9% Return Ratio).
• Following an email approval by the IEEE 802 SEC, P802.16.2 entered Sponsor Ballot (2001-03-14 to 2001-04-12)

Ballot closing date: 27 December 2000 (local time anywhere on Earth)

The output of the Balloting Tool is a comma-delimited text file. To submit your ballot, copy the text from that file into the body of an email message addressed to Roger Marks with the subject "802.16.2 Ballot". {If necessary, you may email the output file as an attachment.}

Notes:

• 802 rules specify that "the decision to submit a draft standard or a revised standard to the Sponsor Ballot Group must be ratified by a letter ballot."
• The decision to carry out this letter ballot was made at the Closing Plenary of 802.16 Session #10.
• This process is covered by the IEEE 802.16 Letter Ballot Procedures.
• The IEEE 802.16 Membership Procedures, which are in accordance with the 802 Rules, specify that "Working Group Membership shall be lost if two consecutive, or two of any three consecutive, Working Group letter ballots are not returned or are returned with an abstention other than for 'lack of technical expertise'." The (private) voting record from Letter Ballot #1 is relevant.
• While both 802.16 Members and Observers are eligible to examine draft standards and participate in Working Group Letter Ballots, only the votes of Members are tallied in the ballot results for determining approval of the ballot issue.
• Please take note of the IEEE 802.16 Patent Policy. Note that "anyone, whether participating in IEEE 802.16 or not, should notify the Chair of any patents (granted or under application, and regardless of the assignee or the patent nationality) that may cover technology that is under consideration by or has been approved by IEEE 802.16."
• Ballot results will be publicly available.
