[802.3_B400G] Sept 2023 Interim Webpage Update

All,
The webpage for the Sept 2023 Interim has been updated with an updated
presentation from Greg Le Cheminant and David Leyba on "Physical
measurements for TDECQ versus SER."  Greg has updated the presentation with
additional information to help us resolve the TDECQ issue.  

I have asked Greg to reply to this email and explain the update.
