Dear Ichiro, all,

The IEEE SA guidance on minutes includes the caution “What minutes should not be is a blow-by-blow inclusion of every speakers words.” but rather “Brief summary of discussion, pros, cons, and conclusions”.  In our case, decisions most often being motions, and conclusions, the result of the proposed motions.

However, since you requested so, I've included what I have in my personal notes about the point you mention. It is something that I'm not comfortable with, as we don't have a record of the exact wording. We have to face two facts related with communication that I'm sure everyone may agree with:

1.  What is said is not unambiguously what is intended to be communicated.
2.  What is heard is not always what is said.

Since the 23rd and 30th interim meetings are scheduled irregularly I'm not sure I will be able to attend.

So, let me ask to make sure in a minute of 16/17 that we had Q&A as following;

In Q&A after the presentation by Ruben entitled "Steps towards a fair PMD selection";

Ogura asked the meaning of the word "block" in page8 of Ruben's presentation if TF should stop contributions and discussions.
Ruben answered "No".

Ogura asked to TF chair if TF members are announced about deadline or timing to make decision for PMD that we should stop discussion. The chair answered "No".

I don't remember word by word but it was intended to make sure in the TF if we have consensus about deadline.

I personally think the word "block" or 'avoid blocking" with negative meaning is not proper because it is suspicious to have a meaning of threatening to participants that would be a clear violation of IEEE802.3 charter on freedom of participation and speech. (I mean suspicious but at least one person in the task force was surprised and disappointed by this)

Whatever the meaning Ruben had, I want to make a record in the TF about this Q&A.
