It didn’t take me long to remember why this test is specified for when the transmitter is in leader mode – LEADER/FOLLOWER for the PMA (and this is a PMA test) is about how the clock is generated. If you tried to do these tests with the PMA in FOLLOWER, you would need to have a link partner up on the line. That would make the power and PSD measurement difficult, because you’d have the link partner’s signal superimposed on the DUT’s.
