[802.3_DIALOG] IEEE 802.3 Ethernet Metadata Services Study Group leadership

As David Ofelt is temporarily unavailable, I have appointed John D'Ambrosia as the Acting Chair of the IEEE 802.3 Ethernet Metadata Services Study Group. John is currently organising the initial meetings for this group.
