Geoff Thompson at Nortel can answer detailed questions for you, he is an active participant in the P802.3af Task Force and former Chair of IEEE 802.3.
 
There is no set date for release of the standard, it all depends on issues raised during the remainder of the Sponsor Ballot process. To quote an American baseball player, "it ain't over 'till its over".  The initial SB has been conducted and the task force is in the process of resolving comments from that ballot.  If the SB process is completed with two recirculation ballots, P802.3af would likely be considered for ratification at the June IEEE Standards Board meeting, publication usually follows ratification within a month.
