James - thank you for finding the issues below.  (note something odd is going on in the word with numbering and with bookmarks on conversion to pdf.  I have updated these (and one other numbering issue and a broken cross-reference that I found) editorially without changing the revision number. In regards to your question about officers of other SDOs, I note that the chair's guidelines specifically states that offers to officers of other SDOs, rarely granted are for the Standards committee chair to grant. 
 It is clear that these are not part of the 10 waiver limit, and I believe the text, as written, states that these are not subject to confirmation, but your question suggests clarification may be helpful. I will put the issue on the agenda for the rules meeting to discuss whether clarification is necessary.  (if so, it would be something simple, such as adding a sentence to that item in 4.1 stating "Waivers to invited officers of other SDOs do not require confirmation by the LMSC.".  That said, I do not believe it would hurt to ask for confirmation since you are going to have a ballot anyways.

Additionally with this email I am announcing my intent to offer an amendment to change item 3 to modify that the deadline for approval is "prior to the close of the opening LMSC meeting of a plenary session"  (rather than specifying it is to take place "at the Monday LMSC meeting of a plenary session"):

3) For plenary sessions, the Standards Committee Chair will have the responsibility to review and approve the above exceptions (total limited to ten individuals per session) and provide a list of these exempt people to the Executive Secretary before the session and obtain LMSC confirmation at the Monday LMSC meeting of a plenary session.

Following the IEEE 802 LMSC Policy decision memorialized in the IEEE 802 LMSC Chair's Guidelines, 4.1 Registration Fees, I am going to ask for confirmation of the following fee waivers:

IEEE 802 LMSC fee waiver – full week
   Kathleen Kramer: IEEE President
   Antonio Luque: IEEE Member and Geographic Activities (MGA) Board Chair/Vice President IEEE MGA
   Antionio Robles Gomez: Vice-Presidente electo de IEEE España (2024-2025)

In additon, I am going to grant a fee waiver for the following invited officers of other SDOs – full week
  - Russ Housley: IETF Chair

(The Chair's Guidelines does not indicate that the LMSC is required to confirm the above).

George:
1) You have a numbering issue with the enumerated list in 4.1
2) It indicates that confirmation of the meeting fees only occurs at the "Monday LMSC meeting of a plenary session", but the opening session no longer has to be on Monday (if it isn't a hybrid or in-person meeting).  Also, we should probably approve these in advance.  Perhaps delete "at the Monday LMSC meeting of a plenary session."
3) Is the LMSC required to confirm fee waivers for invited officers of other SDOs?  Should this be clarified/changed?
