Thank you, James - I have put an item on the agenda for the rules meeting to consider an interpretation below.
In researching this, we may not wish to touch the (very big) issue of whether LMSC meetings can address technical topics and rule them purely "governance meetings".
Over the years, that issue has been a thorny one, and I suspect we will not have consensus on it.
However, I believe that the situation of an individual attending only the LMSC opening or closing, is a much smaller issue. In these cases, I would suggest the individual has limited business with 802, most likely administrative, observation, liaison, or perhaps even an appeal. We would not wish to restrict such participation in any way (as prohibited by 6.3 of the P&Ps).
Therefore, we may wish to simply add the following interpretation to 3.3 of the Chair's Guidelines:
3.3 Registration fee requirement for LMSC Opening and Closing meetings at a Plenary Session
Section 5 of the LMSC Operations Manual specifically omits the LMSC opening and closing meetings from those meetings which require a meeting fee, leaving the setting of a meeting fee for the LMSC Opening and Closing meetings (along with Tutorials) at the option of the LMSC. The LMSC may set a registration fee for attendance at (only) the opening and closing meetings; however, unless it specifically does so, an LMSC meeting held at an 802 plenary session does not require payment of the registration fee.

Also, I have been having an off-line discussion regarding meeting fee requirement for IEEE 802 LMSC meetings.
For conference calls outside of a plenary, we have never required a fee and I don't expect that we will.
The question remains for IEEE 802 LMSC meetings that happen during the Plenary session (from the opening meeting to the end of the closing meeting). These include:
Opening and closing meeting
Meetings of Standing Committees (IETF, JTC1, ISO, Publicity) Other sessions (e.g., Chair's office hours, future venue planning)
Note that the WCSC and Rules meetings generally occur before the Plenary session.
George helpfully found that the IEEE 802 LMSC Operations Manual is the controlling document with regards to this and says that the registration requirement applies to "any portion of a technical meeting".
It further says: For the purposes of this OM, a technical meeting is defined as, but is not limited to, any meeting of a Working Group, Technical Advisory Group, PAR Study Group, any of their subgroups, or any call for interest at an IEEE 802 LMSC session.
Based on that, I would assert that all of the IEEE 802 LMSC meetings that occur during the Plenary Session, with the possible exception of the closing meeting, are governance meetings and are not technical meetings. Hence, the registration requirement would not apply.
But there is the "is not limited to" in the text. Hence, I am sure there will be lots of opinions on this. We have the wonderful rules meeting (registration is not required) that you can attend in July (even virtually) in which to express your view.
But, just in case, I have requested a fee waiver for Antonio.
