All – last night I received some question on conditional approval to SA ballot. Below are some clarifications: Q: How many recirculations are allowed before conditional approval expires? A: This information is found in section 12 of the LMSC Operations Manual. Conditional approval expires either at the opening of the next plenary meeting (interpretation is that this is regardless of recirculations),
or after two recirculations have started. Relevant text from the LMSC Ops Manual section 12 is below: "Substantially complete" is when there is a very low likelihood of receiving valid new Disapprove comment(s)/vote(s) upon the next recirculation ballot. If the requirements for conditional approval have not
been met at end of that recirculation ballot, then one subsequent recirculation ballot may be conducted in an attempt to meet the conditional approval conditions. If the conditions are not met by the subsequent recirculation ballot, the conditional approval
terminates. Conditional approval expires at the opening of the next Plenary Session. Note that much of this same text is also in the chair’s guidelines (3.1), with the standards committee chair adding the interpretation that the ‘very low likelihood’ is in the judgement of the working group
chair, and the clarification that the conditional approval terminates after 2 recirculations (one + one subsequent), and that an additional conditional approval might be obtained via electronic ballot. Q: What is required for a conditional approval request? A: In addition to the above mentioned “very low likelihood of receiving valid new Disapprove comments/votes”, Section 12 specifies that the following should accompany a request for an agenda item and motion
for conditional approval): • Date the ballot closed • Vote tally including Approve, Disapprove and Abstain votes
• Comments that support the remaining disapprove votes and Working Group responses.
• Schedule for recirculation ballot and resolution meeting.
Where a voter has accepted some comment resolutions and rejected others, only the comments of which the voter has not accepted resolution should be presented. Since the motion usually comes from a working group, in such a case, the working group motion results would be part of the package. I have seen it that more explanation / summary information may be (and has been) provided, particularly on the comments that support remaining disapprove votes, it is important to have at least a link to access
the entire contents of the remaining comments supporting disapprove votes. There are various examples, compliant with these rules, including
