During the LMSC meeting, I misspoke – that the expedited process for PARs & CSD did not mention review. Of course, it does. The process is, in fact, referred to in the LMSC Ops manual at 9.2 as the “Expedited
Review process”, and they are ‘submitted for review’, at least 48 hours before the closing LMSC meeting (or 1 week prior to any other LMSC meeting) at which they are to be considered. What is NOT required by the ops manual is the process for submitting
review comments from other WGs and responding to those comments. That is only specified for PARs and CSDs using the (normal) Plenary Review process in 9.2. The process for review and responding to review comments on PARs using the expedited process appears to be unspecified. It is reasonable to conclude that in the spirit of such an expedited process such comments may be subjects of discussion during the meeting at which the PAR/CSD are considered. However, it also seems prudent
