[802-LMSC] IEEE P802.3dt draft PAR modification request - Ethernet Metadata Services

In support of subclause 9.2, 'IEEE 802 LMSC Approval,' of the IEEE 802 LMSC Operations Manual, please find below the required information with respect to the PAR modification request for IEEE P802.3dt IEEE Standard for Ethernet Amendment: Ethernet Metadata Services for consideration at the November 2026 plenary.

[2] Explanatory technical background material:
The project scope is expanded to include transferring per-packet metadata in the SFD field, in addition to the preamble field. The original Study Group proposal included the SFD field but inadvertently omitted it during review before PAR submission. This modification restores the Study Group's original intent.
[3] Status of the development of the PAR:
The draft PAR modification request and CSD responses are pending approval by the IEEE 802.3 Working Group at the November 2026 plenary. I will seek approval to pre-submit this draft PAR to NesCom. If granted, I will do so on the understanding that:
[a] Any changes to the draft PAR text resulting from the Plenary will be promptly communicated to the NesCom Administrator.
[b] Should the IEEE 802.3 Working Group not approve the submission it will be removed from the IEEE 802 LMSC and NesCom agenda.
[c] Should the IEEE 802 LMSC not approve the submission, it will be removed from the NesCom agenda.
