[STDS-802-11] Revision 3 of the draft 802 response to comment to the FCC NPRM on cybersecurity is posted for comment/review

Dear 802.18 members,
cc. 802.11, 802.15 members,

Given the comment submission deadline of the NPRM is extended, the author decided to change the type of submission from "reply comment" to "comment".

Revision 3, which is available on the 802.18 mentor, reflects this change by removing all the appearances of "reply" and any reference to submissions from other entities.  There are also a few editorial changes proposed by Stephen McCann (thanks!) that are shown in tracking change mode.

802.18 will review, discuss, and vote on this contribution later today at 3pm ET (28 September 2023).
