[STDS-802-3-EPOC] Update Technical Decisions page

Dear IEEE P802.3bn EPoC PHY Task Force,

I have updated the technical decisions page to reflect the motions that were passed on Friday.  Please see:

Please note that the unconfirmed minutes are still in progress and I hope to have these posted no later than Monday 2/4/13.  The "motion number"  links on the new motions will be updated at that time.
