IEEE 802.16's Session #60 was held 9-12 March 2009 in Vancouver, BC, Canada. This was an IEEE 802 LMSC Plenary Session and co-located with sessions of the other IEEE 802 Working Groups and Technical Advisory Groups. The attendance count was 311.

Task Group m (TGm): Advanced Air Interface
Task Group m (TGm) continued its work in the development of the P802.16m project to amend the IEEE 802.16 WirelessMAN-OFDMA specification to meet IMT-Advanced requirements while offering continuing support for legacy WirelessMAN-OFDMA equipment. Following comment resolution, new versions of the draft System Description Document (SDD) and P802.16m Amendment Working Document (AWD) were authorized. New Drafting Groups were established on Handover, ARQ, HARQ Protocol, Power Conservation, Connection Management/QoS, and Power Control/Link Adaptation. A Call For Comments on the SDD and a Call for Contributions on selected technical areas of the AWD will follow. Revisions to the workplan were agreed. The TG issued a closing report, with minutes to follow.

License-Exempt Task Group
Following comment resolution in the License-Exempt Task Group, the Working Group agreed to issue a new draft P802.16h/D9 for Sponsor Ballot recirculation. A closing report was issued, with minutes to follow.

Maintenance Task Group
The Maintenance Task Group has completed the development of the P802.16Rev2 project to revise IEEE Std 802.16. P802.16Rev2/D9a will be considered for approval by the IEEE-SA Standards Board Review Committee (RevCom) on May 1. The Task Group met to consider several proposed change requests submitted according to the 802.16 Working Group Maintenance Process. As a followup to maintenance input received, a liaison statement was agreed for submittal to the WiMAX Forum. A closing report and minutes were issued.

Relay Task Group
The Relay Task Group has completed the development of the P802.16j project to amend IEEE Std 802.16, and P802.16j/D9 will be considered for approval by RevCom on May 1. The Task Group met to draft resolutions to editorial comments received during recirculation; the resulting recommendations have been forwarded to IEEE editorial staff for consideration. A closing report was issued, with minutes to follow.

Working Group Ad Hoc Committee on Network Robustness and Reliability
The Working Group Ad Hoc Committee on Network Robustness and Reliability met for the second time. It presented a closing report and was renewed through the next WG session.

Liaison Activities

The ITU-R Liaison Group met through the week and prepared a number of documents, as noted below. For more details, see the ITU-R Liaison Group Report. José Costa resigned as Chair of the ITU-R Liaison Group, and the WG is seeking a replacement. Reza Arefi served as Acting Chair during Session #60.

Following a call for contributions and a correspondence activity, the ITU-R Liaison Group develop initial drafts of IMT-Advanced submission content. In preparation for Session #61, it issued a Call for Comments and Contributions on those drafts.

The following ITU contributions were approved by the IEEE 802.16 WG, the IEEE 802.18 TAG, and the IEEE 802 Executive Committee, subject to suitable editorial revision and, in some cases, possible update during Session #61:

Other liaison issues during Session #60 included:

Working Group Treasury
The Working Group agreed to begin operating with a treasury. Scott Migaldi will serve as Treasurer.

About IEEE 802.16
The IEEE 802.16 Working Group on Broadband Wireless Access Standards has developed and is enhancing the WirelessMAN® Standard for wireless metropolitan area networks. IEEE 802.16 is a unit of the IEEE 802 LAN/MAN Standards Committee, the premier transnational forum for wired and wireless networking standardization. A list of IEEE 802.16 standards and drafts is available on-line, as is an archive of previous Session Reports. The IEEE 802.16 Interactive Calendar includes sessions and deadlines.

"802.16 News" Mailing List
The "802.16 News" mailing list ("stds-802-16-news") has the sole purpose of distributing major announcements related to the Working Group. Those interested in following the progress of the group but not in the day-to-day details may wish to subscribe. Only the Working Group Chair is eligible to post to the list, and mailings will be rare: once after each bimonthly session and additionally for major news, such as the approval of a new standard. Those subscribing to the stds-802-16 mailing list, for active Working Group participants, need not subscribe to stds-802-16-news since the postings will be redundant.

With the approval of the IEEE 802.16 Working Group, this report (19 March 2009 release) was drafted and edited by:

Roger Marks (r.b.marks@ieee.org)
Chair, IEEE 802.16 Working Group on Broadband Wireless Access Standards
