[802.3_SPEP2P] [802.3de] private area up - draft 1.0 posted for Task Force Review

1. Prepare your comments in one of the following three ways. You are STRONGLY REQUESTED to use the spreadsheet. The comment tool would be the second choice. A comment entry tutorial is available at:
